Rankings reveal state of education in Pakistan

The second annual education rankings of 146 districts in the country show that Islamabad Capital Territory is the best performing region in terms of overall standards of education, followed by Punjab and Azad Jammu and Kashmir (AJK)
According the report, unveiled on Thursday by Alif Ailaan, in terms of primary schools, the top-scoring districts are mostly from Punjab (see table 1). In contrast, the top scoring areas in terms of middle school performance were nearly all districts from Gilgit-Baltistan and AJK (see table 2).
In the provincial scores, Sindh had improved its ranking while Khyber Paktunkhwa had slipped a few places. Fata, unfortunately, remains at the bottom of the list.
Under the ranking system, each province, territory, district and agency is scored on a scale of 0 to 100. According to Alif Ailaan, data is collated from various official sources on enrolment, literacy, learning outcomes, gender ratios and survival rates. On this index, Islamabad scored 83.75 points and stood first, Lahore remained at sixth with 82.58 points, Quetta at 31st with 70.99 points, Karachi at 40th with 68.51 points and Peshawar bagged the 68th position by obtaining 61.04 points.










The points were awarded to each district on the basis of enrolments in schools, literacy, learning outcomes, survival rate of students, gender parity, infrastructure and availability of facilities.
The report showed that Punjab was far ahead of the other provinces with 14 of its districts in the top 20. However, the report warned that Punjab had still to go a long way to achieve the 100 per cent enrolment target.
Like last year, Sindh, Balochistan and Fata occupied the bottom of the ranking with Sindh making its first appearance at number 40 with Karachi. This demonstrates a lack of commitment to follow up on the promises made by the provincial government, said the report.
The report also showed that 47 per cent children (25 million) in Pakistan were out of school. Most of the out-of-school children (68 per cent) had never been to school and 32 per cent dropped out.













KP remained the second worst performing province. This was because of gender disparities and poor learning outcomes in the province, followed by Balochistan which is at the bottom of the ranking with 1.76 million children out of school.
In Azad Jammu and Kashmir (AJK), the district of Poonch has fallen from its top spot last year to 9th position in 2014. AJK has shown an overall decline from second position last year to the third position.
PML-F Member Provincial Assembly from Sindh Mehtab Rashidi said time had come to stop playing politics with education.
“In rural areas, we do not have water and toilets in schools. The financial year is about to end but Sindh has not been able to spend half of its education budget,” she said.
Speaking on the occasion, former MNA Bushra Gohar of the ANP said though education should be priority but politicians do not give it any attention.
“In KP, schools are being destroyed by Taliban but no one is bothered about the situation. It is strange that we allocate available funds for the armed forces and expect that donors will work for the promotion of education,” she said.
Senator Abdul Rauf Lala from the Pakhtunkhwa Milli Awami Party said the federal government should accept responsibility for ignoring the province for over 65 years.
Minister for Petroleum and Natural Resources Shahid Khaqan Abbasi said the government needed to run schools in a better way. “The truth is that even our best districts are far from being the ideal.”
In a video comment, Balochistan’s health minister Rehmat Ali Baloch said: “I am deeply saddened to see my district at number 138.”

Pakistan Steel Cadet College
The Pakistan Steel Cadet College, is a residential educational institution under the management of Pakistan Steel Mills Corporation. Students are admitted in Class 8 till Class 12. It is located in Steel Township, Bin Qasim Town, Karachi, Sindh, Pakistan. 

Academics 

The College prepares the boys for the Secondary School and Intermediate Examinations conducted by the Board of Intermediate & Secondary Education Karachi.
Cadet College Palandri
Cadet College Palandri, is a Military High School, located in Palandri, Azad Kashmir, Pakistan.

History

Cadet College Palandri was announced in 1976, by Zulfiqar Ali Bhutto due to efforts of Col M Naqi Khan, the then Prime Minister of Pakistan, along with two other cadet colleges at Larkana and Mastung. Instability prevented this dream from being realized until 1991, when Benazir Bhutto, the then Prime Minister of Pakistan, released funds for this college. Raja Mumtaz Hussain Rathore the then Prime Minister Azad kashmir graced the ground breaking ceremony. A flood in 1992 stopped everything proceeding.

In 1998 Barrister Sultan Mehmood Chaudhary, the then PM of Azad State of Jammu and Kashmir, appointed Brigadier (retd) Akbar as project director and commandant of the college. The first batch of students, 62 cadets, joined the college on 13 September 1998. The formal inauguration was held on the next day, and 15th Sep 1998 was the day when the teachers commenced teaching.

Cadet College Petaro
Cadet College Petaro is an educational institution from grade 8 to grade 12, in the southern province of Sindh in Pakistan about 20 miles (32 km) from Hyderabad. Its campus occupies over 700 acres (2.8 km�) on the west bank of the Indus River on the road from Hyderabad to Dadu, Larkana and Quetta.

Academics

The main body of students is admitted each year to Class 8. Until the academic year 1998-99, the college used to admit a small contingent of boys from the rural districts of Sindh to Class 7, to prepare them for competitive success with the new entry into Class 8. However, it was decided by the Board of Governors of the college to discontinue Class 7 from 1999 onwards. All Class 7 Cadets stayed in Shahbaz House. Since the year 2000, Shahbaz house became Full-Fledge, having a similar strength of all Classes like the other houses, and started participating in all Inter-House competitions to compete for the Championship.

College students have normally secured most of the top positions in the competitive Board of Intermediate and Secondary Education, Hyderabad examinations every year.

History 
In 1976, the Federal Government extended help for establishing a Cadet College in Balochistan to bring this province at par with other Provinces, thus providing equal opportunities to the talented and brighter students from Balochistan as well.

The Project of establishing a Cadet College in Balochistan was conceived in March, 1976. The President of Pakistan gave his blessings in 1979 and ECNEC approved PC-I in 1981. Present site was selected in 1982 and the construction of first two phases started in 1983. College started functioning on April 09, 1987 with induction of its First Entry of 60 cadets.

Cadet College Razmak

Cadet College Razmak is a Military High School, located in the valley of Razmak, in North Waziristan, Federally Administered Tribal Areas (FATA), Pakistan.

History 
It was founded by the late prime minister of Pakistan, Zulfiqar Ali Bhutto, in late 1970s during his visit to Miranshah, North Waziristan agency. Initially it was set in Razmak lower camp. The institution feeds the Pakistan Military Academy, Kakul.

The college became operational in 1978 with a single boarding hostel, Ghazali House, and Mr. Asghar Ali Choudhry was appointed its first principal. Later that year, another boarding hostel, Bilal House, was established.

In 1979, owing to the increasing number of cadets, athird boarding hostel, Jinnah House, was established. Major (R) G.D Langland, an Aitchison educationist, was appointed the new principal.

The fourth boarding hostel, Babar House, was established in 1980. The fifth boarding hostel, Abdali house, was established in 1981 and yet another one, Khushal house, was added in 1982. In 1997, due to increasing strength of students, the then 7th hostel, Iqbal House, was established, however, it was later dispensed with. In 1988, Jan Gul Khattak was appointed Principal. In 1991, Michael C. Cawthrone took the charge of Principal.

Garrison Cadet College Kohat

Garrison Cadet College Kohat is Situated in Kohat. Foundation stone was laid by the then Prime Minister of Islamic Republic of Pakistan Late Mohtarama Benazir Bhutto in 1992. Lieutenant General Arif Bangash, Lieutenant General K.K Afridi, Major General Shirendil Niazi and Colonel Idreesm(founder Principal), Dr. Douglas Smith (England), Brigadier Talat Imtiaz naqvi (Former-Principal) struggled hard to make this one of the best Cadet Colleges of Pakistan.

Students are selected after through written test and physical fitness test.Test centers are in Kohat, Rawalpindi, Lahore, Multan, Karachi, Abu Dhabi. Cadets after selection are enrolled in five Houses Zangi, Ghazali, Ayubi,Ceena, Kayani naming after great Muslim warriors and scholars Noor-ud-din Zangi, Imam Ghazali, Sultan Sallahudin Ayubi, Ibn-e-Ceena, Justice Rustam Kiyani. respectively.

Garrison Cadet College Kohat, is a boarding school, situated in Kohat, Pakistan.

History 

It was established as Kohat Garrison College.Later it was renamed as Garrison Cadet College Kohat after the approval of the then Chief of Army staff General Pervaiz Musharaf. Land was provided by the Pakistan Army. Foundation stone of the college was laid on March 1, 1990 by the then Prime Minister Benazir Bhutto. On Completion of basic infrastructure, classes were started in 1993. Lt-Gen Arif Bangash formally inaugurated college on May 10, 1993. College is run by An Army officer of Brigadier Rank who is secretary to Chairman Board of Governors(GOC IX Division Kohat).All decisions are taken by principal whose decision cannot be challenged in any court of law.

Cadet College Hasan Abdal

Cadet College, Hasan Abdal is a residential high school located in Hasan Abdal, Attock District, Punjab, Pakistan. 

Academics 
The college prepares the boys for the Secondary School and Intermediate Examinations conducted by the Board of Intermediate and Secondary Education Rawalpindi, General Certificate of Education "O Levels"from Cambridge University, United Kingdom, General Certificate of Education "A Levels"from Cambridge University. Cadets excel in each examination of the local board and have achieved distinctions in the University of London examinations.

Cadet College Kohat
Cadet College Kohat is a military high school for boys grades eight through twelve. The high school is located in the outskirts of Kohat, Pakistan.

History 

In Pakistan, Cadet Colleges were introduced by late Field Marshal, Muhammad Ayub Khan and these were established at Hasanabdal, Kohat and Petaro.

In pursuance of the recommendations of the Commission on National Education of the defunct Government of West Pakistan decided to establish another Cadet College to be the third in the province.

In recognition of the military services of the people of the area, Mr. Fateh Khan Bandial, the then Deputy Commissioner, Kohat, requested late Malik Amir Muhammad Khan, H.Pk, H.Q.A., the then Governor of West Pakistan that a Cadet College should be established at Kohat. Mr Fateh Khan acquired 144 acres (0.58 km2) of land for the college. The foundation-stone was laid by late Malik Amir M. Khan, on 19 April 1964.

The first entry of cadets was accepted in April 1965. Academic work started with 58 cadets and one boarding house called Jinnah House. Lt. Col. (Retd.) Faizullah Khattak (late) was its founding Principal.

Cadet College Larkana
Cadet College Larkana is a Military High School located in Dokri, Larkana District, Sindh, Pakistan. 

History 
The plan to build a Cadet College, near Larkana was initiated in 1975, under the directive of the then Prime Minister of Pakistan, Quaid-e-awam Shaheed Zulfiqar Ali Bhutto. But due to the political upheavals that later followed, the scheme went into oblivion. The project was, however, reactivated in 1988, and the College was commissioned with bare minimum facilities in 1992 under the able guidance and leadership of Professor S. M. Yusuf, founder Principal and Project Director of this institution in the Upper Sindh. The college was formally inaugurated in 1994 by the then Prime Minister of Pakistan, Shaheed Benazir Bhutto.

Cadet College SkarduCadet College Skardu, is a military high school, located at Skardu, Gilgit-Baltistan, Pakistan. 
Cadet College was established in 2001. It is first institution of its kind in the Gilgit-Baltistan of Pakistan.. The college was funded by the Federal Government and is being administered by the Ministry of Kashmir and Gilgit-Baltistan Affairs.

Location 
The campus of Cadet College Skardu is located in the center of Skardu valley next to the Skardu airport in Hotto town. Skardu is linked to Islamabad International Airport by a daily flight. It takes about forty five minutes to fly from Islamabad to Skardu. The college is approximately 7,000 feet (2,100 m) above sea level.
